Can someone help me understand this Shakespeare passage?

Everybody who experienced the slightest fever of madness were driven to acts of desperation. Everyone except the seafaring men threw themselves off the boat, which was then on fire with me on board. The king's son, Ferdinand, with spiky hair more like reeds than hair, was the first man who jumped off; he cried: "Hell is empty, all the devils are here instead."
