Small blood filled bump below stomach. Any ideas?

I have a small raised bump under my stomach area. It is almost like a pimple/zit but it is soft and full of blood and sometimes puss. I have popped it before and it seems to never stop bleeding. It has been there for at LEAST 3 months and won't heal. I have researched online for what it may be and haven't seen anything that looks or sounds like it. I thought maybe a blood blister or broken blood vessel but I don't think that's it. Has anyone else had anything like this and do know know what it is and how to handle it? I want to know if I should ask my doctor or if there is something I can do about it.
